Where to get the Sodom and Gomorrah whistles
The short answer
In ONE PIECE: Grand Gourmet, Steam guide author Kamø identifies two Yagara Bull race rewards: win the Advanced Race for Sodom's whistle, and win the Grand Prix Race for Gomorrah's whistle. These two items are the guide's answer to the Sabo/Loki whistle requests, rather than another random sea-treasure search. Obtaining a whistle does not complete every other character requirement.
Use this page when the missing item is specifically the Sodom or Gomorrah whistle. The source does not establish the same method for Laboon's whistle or every other summoning item.

Choose the race that awards the missing whistle
- Sodom's whistle: Advanced Race. The author associates it with Sabo's request.

Use the Yagara Bull training facility
- Check that you own a Yagara Bull and its training facility. Open the facility's training and race options rather than sending another crew member to search sea treasure for these two rewards.
- Use the training opportunities available when the Yagara visits. The author recommends spending the available training points each day; no minimum winning stat or guaranteed training duration is supplied.
- Enter and win the race matching the whistle you need. A training session or a different race is not the documented reward condition.
- Check the awarded item, then return to the relevant Sabo or Loki request and inspect its remaining requirements.
If the Yagara Bull or facility is missing
In an added note from a second playthrough, the author links the bull and facility to a Franky request involving approximately 80 Comfort-related items in the restaurant. The author is uncertain whether facilities count, so this is a reported lead rather than an exact threshold. Inspect the request actually shown in your save.
The author reports obtaining it before Water 7, on Sky Island. Reaching Water 7 alone is therefore not the completion check described by this source. If the bull was previously obtained, inspect your gift assignments before assuming you never received it.

The intended race awards the named whistle and you can check that item against the character's request. If a race is still locked or you cannot win it, the guide supplies no universal unlock chain or winning build; keep that race's displayed condition with your next question.
